Poke-Picking

For reasons I decline to say at the moment, I'm going around asking people to compile a list of Pokemon...but not just any Pokemon. Here are the requirements:

- Each list must have 17 Pokemon: one of each type.
- Each Pokemon must be at its lowest possible form.
- Each Pokemon must have debuted in Black/White.
- A Pokemon with two types may count towards either type, but cannot be used in more than one slot (i.e. a Pidove can count as a Normal type or a Flying type for your list, but it can't be used as both your Normal and Flying type).
