Well, actually, the only ones he's killed are the one's he's fully eaten, which is probably a few hundred. Remember, ever since he went Custom, he's had to eat. Also, he has that huge hoard of mutilated Navis. Some are actually Police Navis.

Well see, his having the huge hoard of mutilated navis is a serious plothole in any real situation because he'll be hunted down mercilessly by Netpolice navis. If you've mutilated hundreds of navis, you're basically at Rogue status. Do you want a team of 8 or 9 navis on you, Pheonix?
If not, I'd suggest you rethink that part of your story, or save it purely for these hypothetical mod-training topics. He can be a cannibal if you'd like, but he can't actually have a store of food, because that implies that he's killed tons of people, which labels him as an extraordinary threat to the safety of the net.
On an unrelated note, why wouldn't the navis just jack out before he ate them, silly?

First, to answer your question of the Netpolice tailing him, no, to tell the truth, I wouldn't. Hmmmmmmmmmmmmmm~.
Wait, I found a way to neutralize this situation. Chris, a subplot character of mine, is the one that made Phoenix's digestive system data. He knew that Phoenix would have to feed off of other Navis to survive, and would also 'play' with his food, as he'd made him. Therefore, he knew that Netpolice would go after him on account of mass-murder, and delete him on sight.
The reason he wants Phoenix deleted will remain hidden in my hoards of details for my subplot.
To answer your unrelated note, I'll just say that, umm, maybe Phoenix punctures a specific point on the Navi, Neji-style, that renders them unable to jack in or out. Yeah, that's right.
