It's from "Nabari No Ou", and the character is Yoite. You can find it on common Manga Uploading sites, e.g. OneManga.

So, uh, whoever comes next should make sure to rate Bomber.

I'll give him a 7/10, though as it too is old. Well, he's had it for a while, at least.
