Yeah, I feel like entering this contest. Got a problem with that?

BurnRubber (V1)

HP: 130 (EX: 160)
ATK: 30 (EX: 50)
Element: Fire
Appearence: A red tire with eyes on the top. Mysteriously, the eyes stay there even while rolling.
Attack: BurnRubber rolls in place, causing fire to appear around it. While surrounded by the fire, it is immune to all non-Aqua damage. One turn later, it expels the fire forward as a fireball attack.

BurnMetal (V2)

HP: 190 (EX: 220)
ATK: 70 (EX: 90)
Element: Fire
Appearence: A silver tire with eyes on the top. Mysteriously, the eyes stay there even while rolling.
Attack: BurnMetal rolls in place, causing fire to appear around it. While surrounded by the fire, it is immune to all non-Aqua damage. One turn later, it expels the fire forward as a fireball attack.

BurnAsh (V3)
HP: 250 (EX: 280)
ATK: 110 (EX: 130)
Element: Fire
Appearence: A black tire with eyes on the top. Mysteriously, the eyes stay there even while rolling.
Attack: BurnAsh rolls in place, causing fire to appear around it. While surrounded by the fire, it is immune to all non-Aqua damage. One turn later, it expels the fire forward as a fireball attack.

Duration: Until the sphere takes 100 HP damage, an Aqua-element attack, or until the user moves

FlameWheel3 (BurnAsh)
Damage: 90
Accuracy: S (Barrier)/B (Attack)
Description: A sphere of fire surrounds the user, preventing non-Aqua damage until it either fades, or they move. Aqua-element attacks immediately negate the sphere. When the user moves, the wheel moves forward to hit an enemy.
Duration: Until the sphere takes 200 HP damage, an Aqua-element attack or until the user moves
Element: Fire
By 'until the user moves' you mean Tactical Movements and Dodging?
Anything that requires moving a virtual muscle ends the shield effect. If you dodge, the wheel attacks. If you move to a more strategic location, the wheel attacks. If you shoot your buster, the wheel attacks. If you use a chip attack, the wheel attacks. If you run around in circles for absolutely no reason whatsoever...eh, you get the point.
