Calculating by simple multiplication for Measured Pace from the given healing value gives 10*(4/3)*8 = 106.67 point cost.
Rounding down for each healing instance, 10*(4/3) would give you 13 point cost, which would be multiplied by 8 into 104.
The reverse of calculating from 100 points gives 100/8*(3/4) = 9.375 healing per action (11.25 with Medical Mastery)

The other sigs are fine though.
Right, I know where I derailed... I changed the pulse count part way through design without remembering to account for the actual conversion value ^.^ Let me just fix this up...

That should still be: 75 healing purchased, thus 100 point spend, 20 point cooldown value nerf, to 2TCD) Just reduced the upfront heal to bring things back into line.
