Argued against.
The passive effect of such articles as Regen, Barriers, and the like create an effect. In this case, Regen1 is given to Medic. But, unless they're stacked upon in the same sig, they merely bestow the SAME Regen1 effect twice.
Example being that if I created two Siphon sigs, I'd only get one barrier per turn, not two.
And, the case being that Medic can't get a 45 point passive sig, this can't really work.

The difference is that Regens stack even from different sigs. We wouldn't have the global stacking cost for passive regens if it didn't. Barriers never stack. If two (normal) sigs give you 1 hit barriers, you will still be left with a 1 hit barrier. If two sigs give you regen1, you will heal twice each action. The stacking cost on passive is global because it works as if the regen took the same (non-)action.

True, but the rules state that Regen falls under the passive stacking clause. As of now, this SigAttk looks legal to me.

As a person who seriously considered making this exact same set of sigs, I can tell you that it is perfectly legal, but true, it is a bit of an exploit.
However, that point it moot, currently. If it becomes a problem, we'll deal with it later, but until then, this sig's approval stands.
As a personal note, I decided against it because I didn't like the idea of making two sigs when I could make one big, badass regen2 sig later on. XD
