Umm... no. If you want confusion, that's fine, but confusion doesn't cancel attacks.
Also, we did away with sig attack levels. Now you just make sigs based on your level. I know you've been away for quite a while, so I'd suggest you go read the sig rules. I think you'll like the new found freedom you have.
