1.5 Soul Fist: Tear Asunder Fixup

So Soul Fist: Tear Asunder has a cap of 90 currently...

Can I have it changed to hurt 50 and lower the cooldown to 3?

40 (damage) + 40 (effect) + 10 (free) = 80 (with free damage)

So I'd actually be a little under the cap, actually. Is that okay?
Cooldown can actually go down to 2.

So then could I make the cooldown 3 and have forty extra damage for a total 70 damage and effect? o_O

Like, 70 damage, +20 to each attack to the virus following the use of this sig for the rest of the turn, 3 turn cooldown?
So 60 base + 20 additional for each hit afterwards + 10 free?

... That's breaking the cap, sir.
Huh? But you made it sounds like the +20 additional would be an effect, which means it's worth 20... which means that 60 + 20 would still be okay, right? O_o

If not, then it's like I originally thought... What are you saying the effect is worth, 20, 30, or 40? Or more?
