Yes?

You need a program which can save animated gifs. Photoshop comes to mind.

Otherwise, there are other programs which makes gifs for you if you simply give it a bunch of .png pictures, such as Gif Movie Gear.

If it's relatively obscure and no comics of the same source have been poste before, go for it, but...

It's a bad idea to post comics otherwise. If it's such a well known comic as VGCats or CTRL+ALT+DEL, most anyone on the board who would find that particular comic funny would have read it already. As for the second option, anyone who liked the first obscure comic post enough to read more of it would start following it normally, taking away the need to post it here. Anyone who didn't like it doesn't want to see another one anyway.

That's nothing mandatory or official, just my take comics and a plea of sorts.
