Hitokiri falls to the ground from the impact of colliding with the Spikey. He hops up, returning to his circle of swords. The result of the attact was just was he was looking for.
"Now for the master plan to come into affect".
Glenn was a bit puzzled. He hadn't been paying much attention, reading a small manga book. Hitokiri screamed
"What the heck are you doing!? Get your head in the game!"
Glenn, who had his legs up on his desk and was leaning back, jumped in his seat and the chair tipped backwards. The navi heard a loud "CRACK!" as it hit the floor. "...Sorry.." Glenn apologized.
"It's just that, you do really well in battles that I don't feel I need to assist you except to slot in."
"That's nonsense" Hitokiri reassured him. "Now let's do this like a team."
"Alright." After a quick scan of the area, Glenn knew Hitokiri's plan. A shotgun was put in the chamber in no time, and it was already materializing on Hitokiri's arm. He aimed, prepared for kickback, made sure not to miss, and fired. The bullet sailed through the air, towards his enemies. The intention was to hit one of the previously hit Fishys and pierce back to the other. Glenn then began to imput the code for Hitokiri's signature move: Blade Wheel.
Each sword shone brightly in the air, reading the code and reacting to it. They floated down to Hitokiri's hight, moved outward and began spinning. Hitokiri pointed his finger straight in the air. A grin spread quickly across his face, and each blade was spinning, as well as orbiting around him. "Take this! BLADE WHEEL!" He pointed at the nearest Metool. The blades responded to this command, rising up lightning fast and flying towards his adversary.
The blades return to Hitokiri, slowing down, and halting mid air above Hitokiri in their former place. He prepared for any retaliations once again. A safe navi is a good navi.
OVERVIEW:
Shotgun to FishyA - 50dmg (Pierce to FishyB - 50dmg)
Blade Wheel to MetoolA - 60dmg

Yeah. I checked out Whirled once. It has some decent games, and I like the whole "Make your own avatar" or buy from people who have made avatars. This results in HOLY SHIT sized avatars though.

I actually just came up with another idea.
Scrapping the "virii don't always attack" thing that Heat disagreed with, I see why. A more, fast paced battle seems a tad bit better. Thought what we could do is give the mod.. a sort of resource that could be renamed better (Bandwith, data, etc. etc.) that he can use. Mods could use this to alter the area for players, one at a time or both, could use both of those techniques. The resources could also bring more enemies to battle, or enhance them, and pretty much everything bad in the book for the players. So then, the Mod can't go FULL OUT OMG UR GONNA DIEEEZZZZ (Which I think Twi will dislike not having that power xD) but they will still be able to dish out some things, and keep it fast-paced and the players on their feet. This would also get rid of the whole "pick crummy virii and not die" because the player himself would get bad chips, and then the mod could just say "It's your fault for trying to cheat the rules" and crush them.
With the resource system, mods could have weaker tier cards for little amounts of resources/data/bandwith/whatever to god tier cards for large amounts. So then you'd know if the mod isn't making many moves, he could be saving up for DE BANHAMMER. The Mod could maybe have "chance cards" that give him extra resources, subtract resources, maybe freeze him from movement, give him access to certain cards and such, so pretty much being a 50/50 thing.
Keep note, I was writing this while recovering from a small bit of writer's block.
That or just tired hands.
EDIT: Also, to Heat's post, with the Law Neutral Mafia system, isn't that alot like the DnD system, with characters being Lawful, Neutral and Chaotic? That being said, good idea. Maybe you could add in chips or other things that work better when you're more mafia, or good. Maybe even areas could work with this. Say when you're put in an undernet style stage, Mafia characters would work better there, but they wouldn't work as well in some place like Netopia or AC/DC.

Well, I might as well throw my thoughts into the buckets of ideas.
Instead of bringing virii up from your deck, you could maybe have one person who acts as the "moderator", and chooses the amount of virii that you battle and the ones that you do battle. They could also make scenarios, bring in help for big battles, make bosses and such. They could also have their own deck of "Mod Cards" which could be, like the comical cards that Pocket suggested.
Mods could take turns tending to each player, like, for example, say I'm playing with NaviGuy, and ModGuy is the Mod. It's my turn, so ModGuy turns to me, and I do my actions and stuff. He calculates the damage and such, and does the virii turn, for as we all know, sometimes the virii don't ALWAYS attack. Then, after all that business, ModGuy will turn to NaviGuy. While NaviGuy has his turn to blast through, I have a chance to think of a strategy for my next attack, giving you some time to think without holding everyone back.
You maybe could also have the "virus in your deck" function to use them as chips or maybe the Mod can use them to add to the wave, or even you could use them as a small companion for a turn or two. Also, the Mod would work with both Navi players when the finally clash in battle.
