Unfortunately, we couldn't get this out as an "April Fool's-not-really" joke quickly enough, but we now have a new net-side option for purchasing upgrades and chips! It only makes sense, really, since we already have faction shops and it was kind of silly since in-game upgrades applied on the net most of the time (all of the time, really, barring the odd Higsby chip shop). You can find the new shops in the Commercial Area of the NetSquare.
