NetPolice: Department of Internal Affairs

Department of Internal Affairs
(Primary Function: Administration. Mission orders, policy decisions, budget allotments, and the like are all decided here, usually among a panel of the department leaders. Intra-organization discipline is handed down here, and representatives from the department are typically sent as emissaries to deal with outside parties.)

Leader: Liege.EXE (Bomber)
Assistant Leader: Iota.EXE (Goroke)
Rank 1: Eve.EXE (Fera)
Rank 2: BossMan (Asator)
Rank 3: Syne.EXE (Skyrender)
Rank 4: Bayonet.EXE (Aim)
Rank 5: BrassMan.EXE (Aim)
Rank 6: JanitorMan.exe (Bomber)
Name: JanitorMan.exe
Position: NetPolice, Department of Internal Affairs, Rank 6 (Chief Sanitation Officer)
Element: Normal
Subtype: Ground

Physical Description:
JanitorMan is... well, a janitor. Pale blue jumpsuit, pale blue worker hat, black rubber boots, and what looks like a white bodysuit underneath. Nothing really complicated there. Physically, JanitorMan is one of the most elderly members of the NetPolice, possibly second only to Liege. He's 5' 11", but you can usually take off an inch or two as he tends to hunch over a little bit. His face has a scruffy grey beard of no notable length, but its seems to exist only to match off with his bushy moustache of same color, and the two in combination make the lower half of his face to appear like a single grey furball. JanitorMan's face has that drawn, somewhat wrinkled look that really pronounces his designed age, and his eyes are a murky brown color that really tells you that this guy is not super energetic.

Personality Description:
JanitorMan leads a simple life. He knows what his job is, he knows how to do it, he knows where to do it, and he knows when to do it. If there's something that needs cleaning, he'll be there. Dedicated isn't really the right word to describe him, though, rather it's better to say that he takes everything one step at a time. If he needs to buff every hallway floor in NetPolice HQ, JanitorMan doesn't see an overwhelming task. There's just the hallway he's in, and the floor buffer in his hands. Anything else can happen after the fact. Impatient people can get frustrated by his methodical pace, but JanitorMan just plods along without a care. JanitorMan speaks somewhat formally, often addressing people as "sir" or "ma'am" despite him often being their elder by a mile.

---Normal Weapon---
Janitorial Supplies
Mop? Check. Bucket? Check? Floor buffer? Check. Vacuum? Check. All that and more belong in JanitorMan's supply of tools, giving him the means to tackle any mess, be it mud tracks or dirty people. Where all these supplies come from, though, is a mystery.
Name: BrassMan
Position: Department of Internal Affairs, Rank 5
Element: Normal
Subtype: Wind

Physical Description:
BrassMan is a very strange looking navi, recognizable at a distance for his somewhat gaudy appearance. His head is shaped like a French horn, winding into a complex pattern and ending with a kind of upside-down hole, over which is a large gray mustache. His eyebrows are very thick, hiding his eyes entirely. The navi's body is a sort of a pale gold color, and he has a navi-suit that is dark blue, designed to look like a traditional police officer's, complete with a badge displaying his navi emblem. His arms are naturally very long trumpets, jointing at the elbows, but he is able to turn them into other types of instruments to suit his attacks. He has a slightly hunched posture, indicating his age.

Personality Description:
BrassMan is a fairly likable character, devoted to his job, simple in his tastes, not overly analytic in any aspect. He is not very good at solving complex problems. Despite the fact that he is an officer, he does not seem to see any harm in asking civilian navis for help on problems. He ends up getting into trouble fairly often due to his loose file-keeping. He has an extremely strong sense of justice. His worst habit is constantly adding "Harumpumpum" to nearly every sentence, almost like a cough. He has a hard time using his arms for various purposes (for obvious reasons.)

---Normal Weapon---
BrassMan billows a loud note out of his trumpets to blast the opponents with sonic force. They aren't terribly reliable.
Name: Bayonet.EXE
Position: Department of Internal Affairs, Rank 4
Element: Normal
Subtype: Cursor

Physical Description:
Bayonet is a relatively tall female navi of 6'0" with an upright stature. She dresses in a red uniform with white bands in an "x" shape over the chest, much in the style of an old Creamland military grenadier. Atop her head is a hat, held on by a buckled chin strap, with tall, black plumage and her navi symbol displayed. Her uniform includes tan breeches. Underneath it all is a black skin-suit. Although her operator Jon hates to admit it, he made her very well proportioned, though the jacket hides it a bit. Her hair is done into a bowl in the back, running into a tight, rolled braid (most people think she'd look better with it down). Her hair is a rich brown color. She also wears tall, black boots and white gloves. Her eyes are steel blue. Her navi symbol is a red rectangle with a white x across it, representing a flag.

Personality Description:
Bayonet is very formal with people and is a clever tactician in addition to a seasoned fighter. She feels most comfortable on the battlefield. She can often be hard to relate to on a personal level, since she keeps her distance from forming relationships with others. She has the highest respect for her operator Jon and won't stand for anyone insulting him. She is very prideful, but other than that, her overall attitude is pretty much that of an adult.

She's regarded as one of the biggest stuffed shirts in the NP by many because of her extreme emphasis on discipline and fairly intolerant views. She has no patience for childishness and can be something of a slave-driver in assigning tactics. She's embarrassed too easily, though, so some have found that the easiest way to get her off their backs is to throw some flattery at her. Her hobbies consist of historical research and devising strategies, both, again, very stuffy activities.

---Normal Weapon---
Bayonet's musket has to be properly loaded to fire, but is powerful and thankfully more accurate than its historical counterpart. If not charged, the most she can do is try to butt somebody with it.
Name: Syne.EXE
Position: Dept. of Internal Affairs, Rank 3
Element: Normal
Subtype: Cursor

Physical Description:
Sensible is probably the best way to describe Syne's design and appearance. The slim female navi stands slightly shorter than average, (approximately 5'3" equivalent) and wears a basic green navisuit that covers her modest frame. She wears her silky brown hair out, which extends a bit past her shoulders. A few high-tech-looking modules adorn her chestplate, complete with a small visual projector unit.

Personality Description:
Despite being "married" to Tempoman, Syne.EXE doesn't seem to mirror her counterpart's attitude. Whereas Tempoman is stoic, businesslike, and somewhat socially awkward, Syne is casual, a bit of a social butterfly, and well-known and respected throughout the entire department. She is prone to adding "like" between a few of her sentences, and has a bit of a valley-girl attitude. While not necessarily coquettish, Syne is definitely fairly feminine, and enjoys the attention of male navis. She is unfailingly loyal to Tempoman, and wouldn't dream of betraying the small, blue navi, but the two have agreed to not talk in depth about their respective "professional" lives, given the high amount of confidential information that passes through both. In battle, she is never one to lose her cool, but enjoys banter in the midst of combat.

Normal Weapon:
Though largely nondescript in appearance, Syne is capable of materializing a large powerful blaster — literally, a hand cannon.
Name: BossMan.EXE
Faction: NetPolice (Department of Internal Affairs, Rank 2)
Element: Normal
Subtype: Variable

Physical Description:
BossMan is large and imposing, a giant of a man that stands only about seven or eight feet tall but often makes himself to appear even bigger with sheer presence and overbearing nature. He has light skin and rough features that wrinkle easy, as well as dark blue eyes and short gray hair that remains hidden under his hat.
BossMan wears a business suit consisting of black shoes, pants and coat over a white button-up shirt and dark green tie which sports his navi emblem: a circular distortion of a zenny symbol in green over a gold background. BossMan finishes this outfit with a black top hat that completely conceals his hair. As could be expected, BossMan is often seen smoking large, expensive cigars, and has a habit of putting them out on the foreheads of people under him.
BossMan, whether in his office or not, is always seated in a tall-backed leather desk chair at a large mahogany desk. The surface of the desk is clear, but inside the three drawers are business documents, contracts, personal files on his SPs and random workers, and large amounts of money. The desk travels around with him as part of the navi's program, but when he is forced to leave it he carries a black cane and a brown briefcase, the latter of which contains a condensed version of his desk contents. For some reason, when forced to fight directly, BossMan will use one of the contracts within rather than just swinging the briefcase around.

Personality:
BossMan is the last person most people would want to work under. He hails back to the bosses of the Gilded Age, a greedy robber baron who cares nothing for those under him as long as they make him wealthier. This occasionally even goes so far as to throw 'expendable' workers in the face of anything targeting him. He also believes that, as the NetPolice's chief financial manager, all funds that pass through his care are his to draw from if he so needs.
Of course, this would seem like something liable to get him kicked out of power and arrested, but BossMan is also very clever, enough so to never get caught. He uses the very same underlings he oppresses to create a network of disinformation so that those who could damage his career never hear of his actions while blackmailing or bribing anyone who does, often with the same money he's stolen from other departments. He's also used these same strategies to trick people into working for him. His underlings, he forces into silence or action through threats and false promises, while he recruits more through the same false promises coupled with binding contracts.
In person, BossMan is intimidating and overbearing, using his own size and dominant personality to make anyone he's talking to feel insignificant. He's also impossible to anger, having never had the emotion incorporated into his personality.

Custom Weapon:
A rolled up paper with illegible writing on it...all except the word "CONTRACT"
Name: Eve.EXE
Position: Department of Internal Affairs, Rank 1
Element: Fire
Subtype: Recovery

Physical Description:
Lithe and tall, Eve stands at 6' 4". Her skin is fair, and her long, bright orange hair flows to her shoulders, with a single, very long strand going to her knees. Her face is well defined, with flaming red eyes exhibiting a burning personality, but no makeup of any kind, since Eve insists that beauty itself does not come with tacky add-ons. Eve has no definition for 'modesty' and 'conservative' in her clothing, as the only piece of attire that covers her body is a huge oversized silk scarf, decorated with a red fire motif. Of course, it's designed never to come off unless she wants it to. Her hands and feet are decidedly uncovered. She usually walks with the lightest tip-toe, giving her the appearance of walking on air like some mystical being.

Personality Description:
Eve usually talks with superiority and a haughty tone, insisting that she is in control of everything she comes in contact with. Usually when dealing with her subordinates, she likes the concept of extreme micromanagement, dealing out punishments quite harshly to fit. She gets quite the amount of animosity because of this, but it's her way of making sure discipline is in top order at the NetPolice.

---Normal Weapon---
Eve usually just uses what's at hand, but her main tool is her red scarf, which has a myriad of uses, among them being able to shoot sharp needles of hardened silk. It can also whack her opponents senseless.
Name: Iota.EXE
Position: Department of Internal Affairs, Assistant Leader
Element: Normal
Subtype: Team

Physical Description:
Iota stands at the height of 5'8 with the visual age of a woman in her early 50s, but has a standard body stature of a middle-aged woman. Her skins are pale and fair and slightly wrinkled, but still smooth and healthy. Her natural milky white hair is mixed with few strands of aging gray, all kept and tied behind her back except two locks of hairs from the corners of her forehead that reaches down to her chest. Her honey brown eyes emits a warm aura and her lips are light and plum.

Personality Description:
Simple known by her title, "Mother of Netpolice," Iota lives up to it with her actions and personality. Caring, loving, and completely selfless, the navi tends to care all the NP operatives as if they were her children. In battle, her combat skills and her unrivaled, charismatic leadership rightfully earns her the position of assistant leader of internal affairs. She also shows complete allegiance to the NetPolice, even being able to go against her own feelings and opinions if it is for the good of the organization. Her speech is calm and gentle to many others, but it turns rather unusually casual and almost downright sassy when she talks with her closest comrade or friend.

---Normal Weapon---
A translucent crystal rapier, nearly invisible to the naked eye. However, Iota is able to apply a small amount of her own energy to make it temporarily visible.
Name: Liege.EXE
Position: NetPolice, Department of Internal Affairs, Leader
Element: Normal
Subtype: Summon

Physical Description:
From his drawn-up face and clouded gray eyes to his thinning white hair and grizzled beard, it's no wild claim to call Liege old. Visually, he is easily pushing into his sixties. That said, a strong 6'4" body and a hefty suit of plate armor over it still give the elderly leader of the NetPolice an imposing figure. Most of his physical features past his face are lost within the confines of the armor, which, while still sturdy, is about as worn as he is. All the joints and plates are still just fine, but the bold polish of the armor befitting a leader has been gone for a long, long time. The soles of Liege's metallic boots are caked with chunks of cooled lava, grains of sand, pieces of rubble, and god knows what else he had stepped on over the decades. The fingers of his gauntlets creak and wail with every twitch, begging for an end to their suffering (or maybe just some oil). Under the right light, too, anyone can see a multitude of superficial scratches on Liege's armor, each and every one with their own story.

There is one thing on Liege's armor, though, that is still in pristine condition and is always maintained as such: the emblem attached to the center of his breastplate. It is an ornate bronze piece larger than most emblems, and on it are attached 6 gem-like orbs in a circular pattern: gray, blue, red, green, black, and white. This emblem and its 6 gems serve a very important purpose for Liege, but that will become clear soon enough.

Personality:
Democracy, republic, and monarchy all in one. He is the old order, and he will exercise his three methods of rule to protect that order. That is Liege, who split his mind to make that possible. Since he could not trust his soul with such great power, Liege opted to have his mind divided into 6 facets, all of which are infused into the gems on his chest. The gray gem is his wisdom, the blue his intelligence, the red his anger, the green his compassion, the black his judgment, and the white his insight. Furthermore, each gem represents a department of the NetPolice: gray is Liege's own Internal Affairs, blue is Technology, red is Justice, green is Public Safety, black is Navi Prosecutions, and white is Investigations. It is by this separation of himself that Liege makes his decisions, and as a results, how the NetPolice makes decisions. He exercises a democracy by letting the departments give input to his facets, a republic by having his facets vote in place of the departments, and a monarchy by doing all this within his own body. As a side note, the even number of votes within Liege is suspected to be the cause of much of the NetPolice's inefficiency, since he has no means of breaking a tie whenever a 3 vs. 3 decision comes up.

All that said, Liege is not a soulless decision maker, nor multiple minds within one body. All 6 facets are still Liege, and they just go active and dormant as the need arises. If a situation calls for multiple facets, rather than conflict, they will just blend together seamlessly as they were all once the same mind to begin with. When there really isn't a need for his facets to become active, Liege is a quiet, composed, and majestic man. It's not that he's incapable of thought or speech without his facets, but rather that his original personality was similar to this. Whenever they do activate, though, the facet gems glow to represent which ones are active, and Liege's eyes change color to reflect that as well.

Custom Weapon:
King and Kingdom
Liege's weapons of choice are just as archaic as he is: greatsword and kite shield. Both his sword, King, and shield, Kingdom, are very worn, with superficial scratches all over both items from many different fights. The King sword has the ability to launch ranged slashes that can pass through objects.
