Department of Justice
(Primary Function: The NetPolice's military division. Large-scale combat operations are this department's forte, and its members have the most skirmishes with the NetMafia. This department has the dubious honor of having its fair share of officers corrupted by power. Still, they are typically some of the strongest Navis and are an essential part of the NetPolice.)

Physical:
NaviMan is a very generic Navi, lacking any sort of design customization or specific theme. He resembles a rather plain NormalNavi, complete with bodysuit, helmet and face mask. His outfit is colored a rather dull beige, or off-white; he really isn't sure of the distinction. He comes equipped with a normal buster like those found on any NormalNavi, the simple arm cannon firing spheres of plain beige light.

Personality:
NaviMan is rather boring. He does his job because it is his job, though he doesn't take much joy from any of his actions. He is generally quiet, speaking in one to three word, vague sentences when pressed for answers. His most common phrases consist of "Sure", "Fine", "Whatever works", and "Alright." When he is pressed into a conversation, he is generally polite and rarely losses his temper. Emotions are almost nonexistent within him and he's fine with that.

Physical Description:
Somnia is a tall woman with very stiff, upright posture, usually veiled beneath her night robe. Her face is stuck in a perpetually dream-like sleepy expression with her eyelids half closed and occasionally flickering (some people find it cute, others just find it disturbing). Her hair is a soft white color, short and usually held inside her cap. She wears a trailing blue silk cap in the exaggerated design of a night cap with a white ball at the end. A white, downy mantle (almost like a pillow) hangs at her shoulders atop the blue silk veil she wears over her body. Her gloves and boots are robin's egg blue, matching her gown. Underneath she wears a black, full bodysuit. She has a very mature body with good curves, but again, it's usually hidden.

Personality Description:
Somnia's ultimate goal is to fit in with her peers and please everyone; she thus abhors violence and avoids fighting whenever possible. She has what could be described as a motherly personality towards the young NP members. Somnia is quite popular around the office. She is very modest and becomes embarrassed when people praise her. Because she sees everyone else as young, she worries about seeming too old herself.

Somnia's hands are her only buster weapon. Being untrained and feminine, they are not terribly powerful.

Physical Description:
Oxy has the body of a child, petite with a height of only 5'4." Her hair is messy and white with a slightly coarse texture. Her eyes are large and bright green, set in a very pleasant face with color at the cheeks. Most of these child-like features, however, are usually hidden behind her thick, brown, carved wooden armor. The armor itself adds another two inches to her height and is very thick; it's surprising that she can wear it at all. Her mobility is severely lowered by it, so she usually relies on her machines to get her around. The head of the armor is designed like a ram's skull, encasing her entire head except for her mouth and chin. Her eyes are hidden by dark masking inside of the helmet. The horns curl up and bend backwards in a way that makes them look appropriate for ramming. A bow crafted from ram horn is held on her back and a belt around her waist contains flammable materials that are used to light fires on her siege ammunition. Underneath the suit, she wears a sleeveless gray skinsuit with short gloves. Her emblem, encircled in a ring of gold, is found at the center of her armor, depicting a battering ram's long rod smashing against a gate.

Personality Description:
An ideal Netpolice officer, Oxy is modest, good-natured, very loyal to the NP, and efficient at her position. She has a good track record of pleasing her partners while achieving her goals and her cheery attitude makes her very popular. The weaknesses of her personality include her sensitivity and to some extent her rabid curiosity. Her feelings are easily hurt and she doesn't have the grown up thick-skin that one might expect from such a high ranking officer. She doesn't have a hard time fighting other people, but when things get personal she is easily flustered. Her curiosity plagues her in that she is constantly falling into dangerous traps from her insatiable appetite for knowledge. She is rather bookish and usually quiet. Despite being well-read and intelligent, she's also naive and trusting to a fault. She idolizes senior NP officers, especially Liege. Despite this idolization, she is plagued by a mixed up dream of wanting to test her siege weapons on his castle; her personality may be harder to figure out than it seems. She also tends to get too attached to her creations.

Name: Tlahuixcalpantecuhtli.EXE (A.K.A.: Tla)

Physical Description:
Tla's skin is very dark, as well as very rough, and his overall appearance is very bare skinned. Wearing a large wooden mask of a bird's head, wildly painted with bright colors, with layers and layers of similar colored feathers pinned around the mask to completely hide Tla's head. The mask's eye is large and goggle, glass like, with a yellow iris and a purple retina. The yellow beak is at least a foot long, glossy with its heavy paint over it, and even opens and closes when the navi talks. His upper body is only covered by a single layer of leather plate, leaving his sides and his shoulder exposed. However, his body is extremely well built, almost enough to easily deflect a stab or two. Tla wears a wooden bracelet with a single large colored feather as long as a human arm pinned in the middle to display some type of wing-like illusion. His lower body is only a decorated loin over his front and back, along with a belt holding multiple blow darts, all varying in sizes, shapes, design, and colors. Tla is barefooted, but has a pair of ankle braces that is also decorated with layers of feather that points up and nearly covers his shins. His emblem is placed right in the middle of the leather plate, depicting a miniaturized Aztec Calander.

Personality Description:
Tla, who is based on the Aztec God of the Morning Star, literally thinks of himself as a god. Wanting omnipotent status from everyone beneath him, he is very full of himself along with his exaggerated way of speech. However, this doesn't mean that he is completely delusional. Seeing the higher ranked navis within the NP as "Higher Gods," he has little to no problem giving respect towards people that requires it. He sees the civilians as his "Denizens of Gaia", while seeing the NM as "Lesser-Demons"

---Normal Weapon---
Tla's weapon of choice is a wooden blowgun. He carries three different blowguns of different length, one that's no longer than the length of a stretched out hand, one's that's about the length of an adult arm, and the other that's just as tall as the navi. The first two is sheathed on the right side of his belt while the biggest one is holstered on his back diagonally. Each one has a decorated feather attached at its end, a blue, red, and black feather respectively for each blowgun.

Physical Description:
Tarkel is, at first glance, a generic netpolice soldier. He wears the same armor and bodysuit, though it's a dark green instead of gold. The obvious differences come with his helmet and weapons, though. The visor is essentially the same design, though the slit for the eyes is always emitting a bright red light. The helmet also has an extension arching over the top of his head which has a laser targeting system built in. The back of the helmet has a similar projection on it, extending straight out instead of arching, though that's mostly for decoration. Tarkel wields dual weapons. His main weapon looks and works exactly like a P-90 machine gun. His sidearm is a retractable knife blade that extends from the back of each arm.
The less obvious differences from the standard NetPolice uniform are thrusters built into the feet and extendable mechanical wings in the back of the armor. The wings are only so useful, though, only allowing Tarkel limited flight capabilities.

Personality:
Tarkel is a pretty suspicious person, perhaps even paranoid. That is to say, he's suspicious of just about everyone he doesn't know. He will suspect some of his allies of just about anything and link it to potential betrayal. Because of this, outside of battle he has little credibility. In the midst of battle, however, Tarkel is the very image of what most soldiers want to be. Serious, fearless, perhaps a bit insane (seriously, try shooting a machine gun all day and see if you don't lose yourself a bit), and selfless.

Physical Description:
Bodhisattva looks like all the Buddha statues one has seen and more. His hair is black and curled, a bun of hair on the apex of his head, fastened by a golden ring. He has, smooth, tan skin, large ears, with earlobes extending to his shoulders, a red ruby pierced at the end of each one. His eyes are always closed, but the color of the pupil is a soothing, chocolate brown. Bodhisattva wears an orange robe draped over his body that exposes the upper right portion of his body. He also wears puffy, white pants with golden rings at the ends. Sanskrit is written on all the golden rings on his clothes. His feet are left bare, and Bodhisattva always appears sitting cross-legged. Bodhisattva's navi symbol is placed on the center of his forehead, a swastika against a sky-blue background.

Personality Description:
Bodhisattva is always calm and collected. He tries to help the people the best he can, and puts all his efforts into rescue. He is possibly the most uncorrupt official in the department of justice. He advocates discussion before violence, peace before war, and tries to spread the teachings of Buddhism to the people so that they live an enlightened life and transcend into the next world as something like himself, or be reincarnated pleasantly. He is gentle with his words and actions, but when evildoers are amok, he has no choice but to take forceful action.

Bodhisattva makes intricate hand motions before firing clear waves of energy from the palms of his hands. The waves get bigger and he fires with both hands for the charge attack.

Physical Description:
Janus is a tall and muscular male Navi, going in at a height of about 7 feet tall. His face is square, with a strong jaw and slightly unshaved stubble, giving him the domineering look of a stereotypical 'bad' cop. His black hair is combed and smooth. His attire is a navy blue coat, never a crease in sight, with a black undershirt. His trousers are simple dark blue, and his shoes are polished black. Simply put, he looks more suited for Internal Affairs rather than the Department of Justice. The only anomaly on Janus' person is his right eye, which is blue, differing from his left black eye.

Personality Description:
With Janus, all comes with business and formalities. The top example of a perfect real-world cop, Janus seeks to destroy all instances of crime wherever he goes. Whenever he suspects anyone of the deed, he's usually right, as his penchant for detail is unparalleled. He cracks down heavily and isn't afraid to flaunt his Inquisitor status.

---Normal Weapon---
Janus does things the only way a man should do things, with his fist. His feet can also be used for a hard kick, although quite rarely. He usually needs to store all his energy first, as he likes to solve things with one focused hit, no messes.

Physical Description:
Montag, at only five feet in height, is rather short for a Navi. He has dusty grey hair, reminiscent of soot sculpted into deliberate, delicate spikes that are laid back across his head. That hair runs most of the way down the back of his neck. Montag's eyes are a bright, blazing orange, and deep bags lurk under them. His face is pallid and lined with years of crow's-feet. A shadowy beard like coffee grounds is smeared across his jaw.

Montag's bodysuit is a loud red, without stripe or marking. Over the suit he wears a black shirt with long sleeves and a trunk that halts at the bottom of his chest. Montag's hands and feet vanish into large fireproof gloves and boots that are made of a thick, dark material. The gloves are cinched tight around the wrists, while the boots are left roomy. On top of his head he wears a welding mask that he can pull down over his face as an improvised blast shield.

Montag carries a large amount of trade equipment with him at all times. Around his waist is a thick belt comprised of fireproof fabric segments connected by metal links. Hooked to the segments are all kinds of items.

At his left hip is a flip-top satchel in which he keeps all kinds of explosive materials. C4, gunpowder, canisters of explosive gases, handpicked butane lighters, several matchbooks, and many other odds and ends can all be found inside.

On the right side of his belt is what can be best described as a steampunk flamthrower. Around back of his belt is a silver disk that can be opened up to form a fire-resistant aluminium tent.

Personality:
What Montag is like depends on whether his welding mask is over his face or not.

When it rests atop his head, he is quiet, thoughtful and brooding. He thinks his decisions over, weighs pros against cons, and is cautious in everything he does.

When the mask comes down over his face, though, Montag changes past recognition. He sees the welding mask as a shield between himself and the rest of the world, and he feels sufficiently safe to unfetter his true personality. When behind the mask, Montag is a demon. He becomes focused on nothing but collateral damage and his own gain. Fire is his weapon and his friend. Other programs are simply things to be burned or blown apart.

No matter which side of Montag is showing, he always thinks that fire is the most beautiful thing in existence. It is the one cleansing element that man, in all of his self-righteous narcissism, could never invent. It possesses a jumpy, flickering, almost-life that perpetually threatens to devour its handler. In order for new things to be built, old things that stand in the way must be destroyed. Only through this cycle of destruction and rebirth can progress be made.

Montag actually gets along very well with other people who appreciate fire the way he does.

Custom Weapon:
The box, hose and nozzle that hang at his side are in fact an archaic flamethrower. It looks very much like a hose on a fire truck, but instead of spouting water, it shoots flame.

Charged attack: Montag takes an improvised bomb out of his satchel and throws it at the enemy. It explodes in white and blue flame.
