The following message was recorded from a press conference held by the NetPolice earlier today:
The NetPolice, with help from NanoPengi hackers, have just finished decoding a note that was turned in to us by someone who fought the Rogues. It reads:
"Hello government dogs. If you're reading this, it means you managed to actually open this note. Congrats. When this note is opened, I'll be notified, so don't worry about that. I'm issuing a challenge to the governments and their NetPolice, and all who would side with them; it's time to end this, once and for all. Our base, the Rogues' Headquarters, is in Scilabs. Funny how close to you we really are, eh? Take your time to gather your forces...
