6 Magikarps each. Ditto included as a Magikarp.
Let's assume that all 12 Magikarps have Four Splash attacks.
Thus, I think, they would not run out of PP until a year has passed.
Alright, then explain why none of those Magikarp have tackle?
It's because they're total idiots who infused their Magikarp with Smeargle genes and let them know Sketch and made them battle against weakass Magikarp and learn Splash from them.
Addendum to previous post: They also wasted PP UPs on all their Splash attacks.
Also, they're total n00bs who, when Magikarp learned Tackle and Flail, were like, "No way! I'm going to teach this guys Sketch from my imported Smeargle genes and learn Splash, again! Because Splash is the best move ever!"

Odd ... a Magikarp caught in Yellow doesn't know Tackle, just Splash...
At level 15 he learns tackle to become less useless in training for those last five levels.
