I was doing some work today and decided to rearrange some of the forums. Nothing should be broken or misplaced, but if you see something that's obviously not right, please let me know.

- Serious Business had its categories slightly reordered.
-- Registration was reordered, and the two redundant sig forums were merged into a single forum.
- Swapped Fanart and User RP forums.
- Information Databases were reordered to be slightly more logical.
